While you can clean a filter, you can also clean a lens. That fingerprint is still in the optical path, and still affecting your image. It turns out the filters are useless for this purpose, as filters get fingerprints as easily (and sometimes more easily) than a lens. This is because a fingerprint in the optical path can degrade an image. Some people use filters to keep fingerprints off their lenses. What are you trying to protect your lens from and why? I personally would not put a $10 filter on a $900 lens. Can you see any difference in sharpness or any strange reflections? If not, then the filter's OK for you. Take a pair of pictures with and without the filter. A scene with some bright lights is a good choice. So filters can indeed affect image quality. There are good lens coatings and bad lens coatings. Glass may just be glass but there's flat glass and wavy glass.

The cheap filter seems to be good - I mean it's just glass isn't it - but is it a false economy? I can't really tell the difference, but I haven't tested it closely & don't know if I'm able to do so. How good is it likely to be & what limitations are there? I'm paranoid about protecting my 12-40 Pro lens for my Olympus EM-D5 MKII lens.

I mean, a kosher Zuiko filter is hugely expensive, & a halfway-house Hoya is still quite pricey. I recently bought an Amazon Basics UV filter.
